A bit of history. In the early 1950s the British .280 caliber FN FAL (aka 7mm NATO) was seriously considered for adoption by NATO. The only thing standing in the way is the US. The US firmly believes that, along with NATO, it should support the use of full-strength cartridges (such as the 30-06). Intermediate cartridges such as the .280 and 8 mm Kurtz were deemed “too weak” for the sniper role. After some debate, NATO settled somewhere in the middle. They would keep the full powered cartridge the US wanted, but it would be shorter than the 30-06 to meet their need for lighter ammunition. Thus was born the 7.62 NATO.
