A scaled-up four-shot double action derringer, the Winchester Liberator was a prototype 16-gauge, four-barrelled shotgun that was developed in 1962. It was a design for a Hillberg Insurgency Weapon in action. The creator, Robert Hillberg, envisioned a weapon that was inexpensive to produce, simple to operate, and offered a sizable chance of being effective in the hands of someone who had never fired a gun before. Due to the training needed to use them safely, pistols and submachine guns were ruled out of the running. The shotgun was selected because it offered a very high fire volume with a high chance of connecting.
